The latest stable release (0.72.3) can be downloaded here:

This release (0.72.3) is NOT compatible with the new website.

Online functionality and in-game bundle/pack downloading will not work here. The next version that is compatible with the new website is in testing and has not been released yet.

Your scores are always saved offline. You can play Etterna and upload scores to online once the website and the next game version are officially released.

You can freely ignore the welcome screen by pressing ESC or clicking the exit button. However, you will still need to install packs manually.
